Avla Real Estate Area Report · Kallithea · South Athens · October 2026. This is an assessment at the district level; it does not include a review of a specific apartment.

Location

Kallithea, stretching between the centre of Athens and Faliro Bay, is the second most densely populated municipality in Greece: 97,616 people in 4.75 km², ~20,560 per km² (2021). The population has declined from 100,641 in 2011 to 3%; Kallithea is a saturated, not growing district. The district centre (around Davaki Square) is 3.5 km from Syntagma as the crow flies; its market serves the resident population rather than tourists and is open year-round.

Demand is driven by two universities and a cultural centre. Harokopio University is ~720 m from the district centre, and Panteion University is ~1.45 km away. The Stavros Niarchos Foundation Cultural Centre (SNFCC), which houses the National Library and the National Opera, and its 21-hectare park are ~1.9 km away; the centre received over 3.2 million visitors in 2024.

The contract for the AENAON metropolitan park on the waterfront was signed on 2 September 2026 (reported budget €~370 million; construction January 2027 – September 2029). The four-station branch line extending from Metro Line 1 to the SNFCC (reported in the press as €400 – 450 million) is still in the feasibility stage; there is no confirmed tender and it should not be included in the price.

Schools

Schools that teach in English or offer English-language programmes and their distance from the district centre as the crow flies:

  • Lampiri Schools — Greek curriculum + IB Diploma (since 2017) · Kindergarten to high school · Moschato · ≈1,530 m
  • International School of Piraeus (ISP) — IB Primary Years Programme (PYP) · English and Greek · 2.5 – 12 years old · Piraeus · ≈4,760 m
  • International Metropolitan School (IMS) — IB PYP, MYP and Diploma · English and Greek · Kindergarten to high school · Alimos · ≈5,460 m
  • Verita International School — British curriculum, IGCSE · English · 2 – 18 years old · Glyfada · ≈8,740 m
  • ACS Athens — American curriculum + IB Diploma and AP · English · Kindergarten to high school · Chalandri · ≈12.0 km
  • St. Lawrence College — British curriculum, IGCSE and A-Level · English · 3 – 18 years old · Koropi · ≈15.3 km

Distance is measured in a straight line from the district centre to the school campus (OpenStreetMap); as the campus location is taken at street level, it may deviate by ±300 m, and the road distance is longer. The district also has numerous state schools and private schools that teach in Greek. Enrolment requirements, open classes, and availability should be confirmed directly with the school.

Transport

The backbone of Kallithea is Metro Line 1: Tavros – Eleftherios Venizelos (~720 m) and Kallithea (~750 m) stations are within walking distance of the district centre. From Kallithea station, it is 4 stops to the Monastiraki interchange and 3 stops to Piraeus; the historic centre and the port are the two endpoints accessible without a change. The coastal tram passes through the Faliro front (Tzitzifies, Trocadero); Syngrou Avenue and the coastal road are the main vehicular axes.

Distances
Metro Line 1 (Tavros · Kallithea)

SNFCC · Faliro coast
~1.9 km · ~4 minutes by car without traffic
Athens centre (Syntagma)
M1 to Monastiraki in 4 stops + M3 transfer · 4.7 km by car, ~8 minutes without traffic
Piraeus port
3 stops via M1 · 8.3 km by car, ~13 minutes without traffic
Athens Airport
40 km by car, ~38 minutes without traffic · rail access via Monastiraki transfer

Distances are as the crow flies. Car travel times are measured via the OpenStreetMap road network without traffic; they increase significantly during peak hours. The airport metro time is the value published by Athens Airport.

Tenant profile

Rental demand in Kallithea is tied to the academic calendar and the resident population, not tourism; it weakens in summer and returns in September. Rental listings remain within a narrow band across the district (sub-regions €10.33 – €11.32/m²/month), which is a sign of stable local demand.

  • Students — Harokopio and Panteion; annual contract, 1-bed and studio.
  • Academic and cultural staff — two universities, National Library, National Opera.
  • Centre and port employees — direct metro to the historic centre and Piraeus.
  • Established families — market and school fabric; long-term, low turnover.

Figures are listing (asking) prices; actual transaction prices are generally somewhat lower. The most expensive sub-district is Tzitzifies, closest to the coast (€3,248/m²), and the cheapest is the center (€2,853/m²). According to Indomio, listing prices have increased by 83.4% over five years. We do not provide unverified rental or yield figures for specific apartments; the text of the lease agreement and any rental guarantee must be obtained in writing during the offer stage.

Risks

  • Golden Visa restriction: Short-term (daily) rentals are prohibited for properties acquired via Golden Visa; thresholds and eligibility are confirmed in writing on an apartment-by-apartment basis by an independent Greek lawyer — no statement on this page constitutes such confirmation.
  • Listing – valuation gap: the district listing average is ~20% above the model valuation; the gap widens in sub-districts closer to the coast. Decisions are not based on the listing price, but on an independent valuation specific to the apartment.
  • Construction period: AENAON works will continue throughout 2027 – 2029, the route of the coastal boulevard is changing; expect noise, dust, and access restrictions for the first three years in apartments near the coast.
  • Metro branch: The SNFCC branch has not been tendered; if it happens, it is a plus, but it should not be factored into the price.
  • Old stock and density: the majority of the stock is from the 1950 – 1980 land-for-construction era; renovation, energy class, and common area costs are budgeted separately. Open space, views, and parking are limited.
  • Tax calendar: it has been announced that for non-EU/EEA individuals, the property transfer tax will increase from 3% to 15% as of 1 July 2027; scope and exemptions are confirmed prior to purchase.

Avla’s view on the district: Positive — defensive. Kallithea is a district bought not for high yield but for low vacancy: two universities, the SNFCC, and direct metro access keep demand high year-round. Prices are one step below the southern suburbs; this gap may narrow as the park on the coastal front is completed, but the timeline is 2029.

Framework first

Why does the investment threshold differ for everyone?

Because there is no single figure. Legislation defines three tiers, and the location and legal status of a property determine which tier it falls into.

€800,000
Upper tier
Applies to areas under high demand. Requires a single property and at least 120 m².
€400,000
Other areas
The same conditions of a single property and at least 120 m² apply.
€250,000
Not location-dependent
Only in two cases: (a) change of use for a non-residential building, (b) restored listed building.

Practical implications for your file: The threshold for standard new builds in Attica is €800,000. Which threshold the properties in this file fall under is determined by the location and legal status of the property; this is confirmed in writing via an independent Greek lawyer’s review on a property-by-property basis. We have not stated in any section that “this apartment qualifies for GV”; we obtain confirmation via documentation.

Security and Golden Visa 2026Your funds are held in a dual-signature account — how your money is protected step-by-step, 2026 rules+
Financial protection shield

Your money does not go to the seller, but to a dual-signature account.

The purchase price is not deposited into an account that the seller can use freely. It enters a separate bank account from which not a single cent can be withdrawn without two signatures: one from the seller and the other from the lawyer Avla has appointed for you. The money is transferred to the seller in installments only as the following steps are documented.

Exclusively for Avla clientsThis dual-signature escrow account is not a standard practice offered by the developer to everyone. It is opened only for clients purchasing through Avla, and Avla appoints the co-signing lawyer. Currently, only one of our developers offers this account; we will confirm in writing during our meeting whether it is applicable to your chosen project.

No payments can be made to any other person or account; the flow can only be altered by a court order.

What you need to know clearly

Funds deposited into the account are used solely for the price and construction of this apartment and cannot be withdrawn. The contract is subject to Greek law; source of funds (AML) documents are required.

2026 table for Golden Visa

We will disclose the figures with documentation during our meeting; however, to set your expectations correctly from the start, the framework is as follows:

800,000 €
Standard investment threshold applicable throughout the Attica region.
250,000 €
Special route applicable only to properties converted into residential units through a change of use, with the conversion completed.
5 years
Residence permit duration; renewable as long as the property is held.
Prohibited
Short-term (Airbnb-style) rentals are not permitted for properties subject to the Golden Visa.
Important: If the price shown on the title deed falls below €250,000, the right of residence becomes invalid. This threshold must be maintained during discount negotiations. If the property is sold, the residence permit is cancelled. The threshold applicable to each project is documented separately.
Announcement · September 2026

Property transfer tax 15%

From 1 July 2027

For residential property purchases by non-EU/EEA natural persons, the property transfer tax is being increased from 3.09% to 15.45%. Corporate purchases, EU/EEA citizens, long-term residence permit holders, and individuals of Greek descent are excluded. The Prime Minister announced this on 6 September, and the Ministry of Finance provided details on 8 September — there is no draft law submitted to Parliament yet.

Portfolio Golden Visa

With long-term rental condition

The 2026–2035 National Housing Strategy proposes a separate Golden Visa category where multiple apartments are purchased as a single portfolio and all are rented out long-term. The threshold, rental duration, and conditions have not yet been drafted; market sentiment suggests it will be an option for the €400,000 / €800,000 tiers where the single-property rule applies — this is a proposal, not law.

Portfolio Golden Visa model
Open topic

€250,000 route

Conversion category

The €€250,000 tier is currently in effect and applies only to properties converted into residential units through a change of use. The sector is requesting an exemption from the new title deed tax for this category — the rationale being that these investments do not withdraw housing from the market, but rather create new stock. No decision has been made yet.
